On the housing of the timing gears there is a line in the housing towarde the injestion pump. On the injection pump housing there is also a mark facing to the timing gear housing. These two marks must be in line. You can see these marks from above the engine. No further adjustment required...
The engine will not start if you do not reach at least 200 engine rpm with the starter motor. The injection pressure will not built up properly with lower rpm.

You can also put a civilian axle direct under the body without a frame and add a civilian drawbar to the body. Then you can choose your load capacity according to the axle you use. Makes quite a good trailer with a relatively low loading hight.

These guys mean the label which says the compliance with the FMVSS regulations. However, these vehicles do not have that label. But GM should be able to supply that label, for as said in above posts, the truck is basically the same as the low level civilian version for construction companys...

Change the steering columne switch completely to a new one. It is a matter of age. The switch is worn out. Cleaning may help for a period of time, but not really.

I would change the oil, the gas and try by hand weather the engine still cranks. Is the Magneto still ok? Sparkplugs work? Valves do not stick, valve springs not weak? Careborator, regulator??..

Is there any plate on the engine?
The manual says, regardless the engine, the M35 Series Diesels are about 140 hp at arround 2400 rpm (If I remenber that correct with the rpm, I didn't check it up). Max torque should be arround 1500 rpm. This is to estimate from the tachometer setting...
How old was the filter itself? It is possible that some debris will clock the bleeder screw, but to my experiance that happens not very often. With a wooden toothpick you can get the debris out when you removed the bleeder srew.
Else the Filter base is some zinc material with might get the zinc...
