The hydro-boost is not likely causing the steering box to leak, the noise you hear is the pump having to work.
The Hydro-boost can leak, it will fall to the ground behind the drivers side front tire, the steering box usually to the inside of the driver side front tire.

Once you remove or loosen the belts the fan/water pump will turn so you can access the hose fitting, you only need to pressure up the clutch to align the cap screws to remove the clutch.

The waste gate controller is simply a spring, the waste gate opens when there is enough back pressure on the gate to compress the spring so most of the time the gate is closed and is closed when not running so if it is stuck it would likely be in the closed position, the spring is pretty strong...
Switched off is not the same as disconnected, you need to disconnect EVERYTHING from the batteries and then start carefully re-connecting things until you find the problem.

OK so it is the REAR battery that is going dead yes?, I thought you said it was the front battery.
What is that cable with the corrugated plastic loom that is connected to the positive terminal of the rear battery connected to.

It is an overruuning clutch so when you shut the motor off the alt freewheels and does not cause the belt to squeak, it is automatic requiring no control or electricity
Why would you want to overdrive your alt? they make regular size non clutch type pulleys for the 200A some have the freewheeling clutch and some don't.
