And how old are the bolts in question? The first time they were dunked in solvent or wire brushed, any trace of locking agent would have disappeared.
As far as incorporating "head-flex" to achieve locking action goes; you could be looking for a high tech design explanation for a low tech part...

It may not be whiz-bang, high tech but it sure does the job. The only thing it insists on are clean surfaces.
Almost all self-locking bolts and nuts are one time use items.
Using a bolt with distorted threads as a locking concept isn't a good first choice. The female threads in the parent part, if made of softer material, may eventually become worn out requiring part/housing/whatever replacement.

My fuel tanks are the 50 gallon "D" tanks, mounted flat side in, that came on the late 80s to early 90s Ford 7000 and 8000 series trucks.
The HEMTTs use a single 150 gallon cylindrical tank.

The crane should be on the light side comparing relative shipping weights. Parked, it's only 44" above the tops of the frame rails and sits centered so as to be balanced side to side. All and all, pretty low and compact.
