Considering how clean it looks, that the hours are most likely 300, not 3,000, and that it's already close to you (shipping would be a killer), I'd offer 22K and hope for the best.
I would not make that one Couch bought back a priority buy. It must've taken a bit of a beating, based on the "history" in the thread.

Well, a SEE is one version of the FLU419.
Then there's the HMMH (crane/forklift) and the HME (trencher/dozer blade).
If memory serves me, that's 2,800, 138, and 13, produced respectively.
You have a button between the seats, and then the trailer brake on the column.
But what you need now is a hydraulic impact to run off of the SEE. I was so impressed with the 3/4" that I bought a 1" version, too.

Not knowing where that air outlet is in the circuit of the regulator, you could still use it to help trouble shooting, I'd think.

I have a (left, I think) outrigger that operates normally when extending, but requires pulling HARD on the lever to get to go back up.

I know that I removed the left side of the tubing, but not what the result was. Of course, if it was on my latest attempt at getting a parts SEE (which is likely), it was a rushed attempt at getting a few things working...
When I first got mine, I must've stepped on the right pedal at least three times when climbing up - and that was before I learned to keep the rpms down. Either way, I'm somewhat surprised that I haven't killed or maimed myself with a SEE yet.
If I use the high idle switch, it's when I get bored...
I'm guilty of operating the pedals by hand, while standing on the ground, somewhat frequently.
With my knees and back I'm more likely to hurt/kill myself getting up on and off the machine, I think.
Besides, I run mine at 900-1,200 rpm for the most part, so nothing moves quickly. Still, it's not...
