I got in the hannit of checking brake fluid each time i drive it. I had the brakes fail before and i check it to keep me from wondering each time i hit the pedal. So i guess the air has a chance to get in or out when i pull the cap.
The rear drive shaft on my 1028 is bent. Another forklift victom! And i'll be swapping to the old stlye tail shaft on mine. I think they are much stronger! My tailshaft looks ok but i like the stub and slip yolk much better.

Can you put a magnetic plug where the drain plug is? Or put a mag on the inside of the tank that you can reach when low on fuel. And then just remove and clean it?
If you go with the led's get yourself a trailor plug harness from front line or saturn. Not sure but i think old iron has them also. Then you don't have to cut the truck wiring and the metal tags will tell you what goes where. Or you could get some mill tail lights and have both civi tail lights...

If it hasen't leaked down and the in tank fuel pumps works. Then let the pump run for a minute and try to start it with about 1/8 to 1/4 throttle. It should fire pretty fast. But i would turn it over with the engine stop pulled to let the oil pressuere come up. If you batteries are in good shape.
