What steering wheel is on the A3 you are working on? A3s have a smaller diameter steering wheel than the A2, which would make it even more difficult to steer than an A2 with manual steering. You are going to have to spend some money to replace your missing parts.

Very good job on the mortar carrier. I used to drive those and M113s when stationed in Germany in 1970-71. They were fun to drive. Much better than the M114A1E1s we had as well. Much higher ground clearance and a much better engine.

I was under the impression that Venezuela electrical power in homes was 120 VAC single phase. You mentioned 3 phase. Are you certain you have 3 phase electrical power in your home? I know that a lot of countries do supply 3-phase electrical power to homes.
You need to look up the law in Ohio and make sure the written law supports what the BMV is saying. If the law doesn't specifically state that you can't title a FMV in Ohio, it is time to go higher up in the BMV bureaucracy and contact your local representatives.
