I can say with certainty that neither of my outer front bearings had that tabbed washer next to them them on my m1028. I can't tell you if it just wasnt on some vehicles, or if mine disappeared at some point in the past.

I did some digging in my amazon account history and found what is was.
It is a " ACI 199600 Universal Washer Pump Kit"
It was cheap and it is easily mounted and wired in.

It depends. The engine is pretty loud compared to modern diesels. We would really have to hear a recording of it to even begin to guess what could be wrong. Even then, noises are hard to pick up.
Do what I did and just use gasket maker on it. I could never get my thermostat gasket to seal with the paper gasket. Just a little bit on the housing flange with no gasket and it cured my seepage.

That is correct. You will need to turn the crank bolt clockwise and rotate the engine over with a big ratchet. If you can turn it and have a helper holding the rod in the bore, they can tell you when its up and to stop.

You want the pump with the straight arm, not the one that has a little bent portion in it. The one with the kink in the pump arm is wrong and won't develop pressure properly.
You can get a set of door lock cylinder from an Advance Auto for about 20 bucks. I did that locally and there was one in stock. I don't know how far you are from the Advance Auto at 8445 A-ANNAPOLIS ROAD, but they are showing to have a set of door lock cylinders in stock.
