With only one hub unlocked I think your missing the whole point of lockout hubs. The idea is to stop rotation of the axles, carrier, spider gears and drive shaft when you don't really need them. With only one unlocking hub, that axle, the carrier and the driveshaft are not connected to ground...

....and that's why I run 1600's in the summer, they look COOL. In the winter, grooved 9.00's or 11.00's. Plus occasionally in the winter I need to run chains. I don't think I could afford, or lift, chains for a 16.00x20
Here's what I ended up with. I used a Firetruck transfercase PTO . I used a 5 ton winch. I made some linkage so I could use the stock PTO shifter. One of the air tanks had to be moved over to clear the PTO shaft.
My voltage meter started pegging whether the headlights were on or not so I decided to hook up a volt meter to the batteries and see what was really going on. I found a loose battery terminal when I was hooking up the leads. I've driven it several times and the voltage has stayed right on 28V...
