The washers are likely stuck in the chambers. Just tighten to specs on the washers that are stuck in there and go with it. 80% solution. Likely no impact on compression. Jerry

Since on the 002, both cylinders move together, and presumably TDC together, why would they time differently?

The small linkage on the side of the pump is your throttle control. If the throttle worked its way loose with the carrier and its' bolts off the unit, I think it would have similar effect as key at end of the throttle control breaking off. Maybe you got lucky and no internal IP damage. Maybe...
