I have done small sections by brushing on kerosene and laying a rag soaked in it on top for a day. It softens the tar and makes it easier to scrape off. Best done when it is hot and sunny!
Sometimes it looks like a battery is going dead, but it is not being properly charged. Often that is because of poor battery connections.
As previously stated, acid residue can cause conductive paths and discharge batteries.
Disconnect both battery terminals on each battery.

Looks great in and out. now - what are you going to do with the rusty chain steering wheel lock? Spoils the image. Could clean it up and coat with liquid vinyl - stuff they make for reconditioning tool handles. Comes in lots of colors.
Sounds very efficient.roflroflTake chemical energy, convert it to mechanical energy (engine), convert mechanical energy to electrical energy with conductor losses(alternator), convert electrical energy to mechanical (compressor & blower)
Total of losses should be about 95%
9 beers later and PUI is still a mystery!
However, now would be a good time to anwer the original question in easy terms. Engine has a governor, which can control fuel. Properly set, it protects engine from overspeed only when controlling fuel can stop speed increase.

Is that pix what you have?
Well, then - you do not have to spend $. Looks...

It looks great - I did not know you could do that with house paint.
So - you gained comfortable dual unit AC, civy interior. What besides 24 volt system do you give up?
Do Civy 'burbs have weaker frames, suspensions? What is the difference?
Duralast is Autozone house brand - usually comes with lifetime warranty.
My experience on civ brakes - on backing plate, you will see 2 circles smaller than a dime. They are the heads of the pins that hold the springs that hold brake shoes against the backing plate.
Break them, - cheap and I...
I'd confirm it by phone. I am suspicious - doubt Govt would want that stuff back - would get new. - maybe some kind of scam - someone else wants your stuff for free? Just say'in
#12 wire is too light to handle the amps - would expect it to get hot with a good starter. I use a heavy screwdriver blade, jack handle, piece of copper pipe, or wire larger than #6 if i have it.
I would drop the starter, check for rodent debris/ nest in the bell housing that might have gotten...
