The relay can be bad and is a really cheap fix at almost any puto parts store.
The ground can be bad due to rust on the plate under the button on the steering wheel and also the contact with spring can be an issue too.

The lights also have to have both mounting bolts installed and obviously clean as well (goo ground) or on set of bulbs will work but not the other. I don't remember which side is for which set but both bolts are required for all the lights to work inside of the light assembly.

Any older truck or car of that era needs a heavy duty flasher when you hook up a trailer. The standard flasher is only strong enough for four bulbs which is the four on the tow vehicle. left and right front / left and right rear.
