Sounds interesting. You could put a MFJ 269c analyzer on it and see what the SWR is on the different bands (no 800)

A lot of those used Motorola or GE mikes because they interphased with the two way radio. If you can find a 4 pin mike try it in the socket

I guess I can try grounding the negative alt terminal to the frame and see if the whine goes away.... Anyone see a problem with that?

Can someone post a pic of the back side of the drivers side alt? Id like to see if there is the same insulator....?
