The other end of that bolt is in a keyhole shaped slot. Loosen the lower bolt, and the similar one that is about level with the bed sides. Pull the silver pin back in the slot (away from the bed side) and hold it. Lift the upright straight up about 1/2" and pull it away from the bed side. IF...

As mentioned above, the threaded holes for 2-point belts came with the truck, you just have to find them and clean them out. If you want 3-point belts, here (post 25) is briefly how I put Humvee seatbelts in mine. If you choose to go that route, I can provide more detail...

Two things to keep in mind when operating these trucks - When starting/stopping the engine, always top switch on, bottom switch on; then bottom switch off, top switch off. Doing the switches in the wrong order can fry the protective control box. And don't use reverse in low range, unless you...
