Do the tests and determine if the issue is the gage, or most likely its the sending unit in the tank. If it's the sending unit, there are dozens of threads on here about replacing it with a marine style sender, 5 1/2" WEMA or Similar. Literally a drop in replacement other than splicing the 2 wires.

I can confirm it will work. I'm using that style synchronizing switch to switch between an 002 and 003, depending on anticipated load.

You're going to have a hard time finding a replacement. But you can easily have a new on made up.

The injection pump may have a problem, but that would not prevent fuel from coming out of the return lines.
Start by making sure you are getting fuel to the inlet of the injection pump.
