I think he may be referring to the Military Vehicle Preservation Association (MVPA)...national organization representing military vehicle owners and enthusiasts.
That law (or at least the blurb posted) only seems to cover HMMWVs, aside from the last part about "currently registered." What about M939, FMTV, or other vehicles that are purchased in the future?
What did you pay? That is important when deciding what to do. If you got it cheap enough, then anything is possible. If you paid close to retail, then, fix it as best as you can and enjoy it. That's why I am asking.
Understand that many of them came out with off-road only titles. Then, many of those titles were washed in title friendly states. That may or may not be a problem in your state now or in the future. Personally, I can't understand why the HMMWVs were targeted for off-road use only designation...

The door hinges were changed on the A1s, but I don't recall what year. The A1s have additional grab handles on the outside of the cab, which are nice. The A1s (at least my 2007...not sure what year they started it) have different bumpers.
Get it home and take stock of what you've got. Even if you need a transmission, it is not the end of the world with what you have in the truck! Good luck!
CUCVFAN on this list has some crank up landing legs that are NOS. I don't recall what he was asking...but I remember that he offered a reduced SteelSoldiers price. His landing leg comes with a new handle, too. I have one and I love it.
