Not the same at all, Marine band is FM-band and CBs are AM-band. Do not get caught using the marine bands on land (unless licensed for), otherwise the FCC, USCG, and homeland security will come knocking at your door.

POR-15 and Enrust are good products. Both can be had a a good sized paint store. Make sure you give it two coats of primer for the best result.

Might want to check on the condition of the original nuts that hold the spindle on. The ones that they sell now as a replacement looked cheesy to me, not near enough big around for me. I Red locktited my old ones in place and never had a problem.
