That depends on what kind of batteries they have installed. Mine came with red-top optimas, so that's going to be a totally different story than some 6TL's.
It looks like you have an M1009 and he has a M1028. It should be expected that they get significantly different miles per gallon. M1009 should get way, way better.

You could probably find the solution by using the search feature on this site. Most likely, someone else has had a similar issue and solved it already.
If you eliminate fusible links and the like, I would next run through the TM troubleshooting procedures for the glow plug controller card. Lastly, check the resistor bank behind the air filter housing.
When troubleshooting a blown fusible link, note that sometimes checking for resistance (ohms) may yield false negatives.
What I mean is, the fusible link may cook through but still have some degree of contact between endpoints. If you check both ends with an ohmmeter, it could look like...
That is a grounding point. It needs to be electrically connected to the negative post of the 12V battery -- the front battery in a stock install. I think the "factory" way of doing this is by connecting it to a grounding point near the right headlight.
