I've had many 1017's. Though under powered they are a good truck. I hate to think what would have happened to the driver if he was in a 6x6. The MB cab saved him.
If my wife knew just how many pieces of equipment I really have I would be more than just in the dog house. She still thinks I have only one tracked unit.

One negative thought the 916 is a short wheel base and I've always seen CA trucks long wheel base. I thought it was because of some bridge law you have there. You may already know this.
The added feature of have a winch would let you use a removable goose neck trailer or even folding goose neck. Plus having the winch would be nice if you have to winch something up the trailer. I think it would be a good choice depending on pricing.
I don't own one but I do know the specs. It's pretty HD. It's not a M1070 but it's pretty strong and the Detroit 8V92 is a torque motor.
What are you going to haul?
Try the easy things first as in checking the bulbs.
Then go to the switch under the dash / pedal fire wall I think you call it sending unit? had a 931A1 that I had to change it out.
WI think you need to identify the starter as 12 or 24 volt first. I don't have experience in your truck but I do on the 939 series and they are marked 24 volt.
Like NDT said it could have been converted to 12. Are the lite bulbs marked 12 or 24? When you jumped it were you using 12 volt?
As in Italia you must use an agency. Are you trying this direct with the DMV? Like Italian Spain's DMV is so corrupt that you must use a agency and PAY to get your documents. It sucks that a person can't go direct and do it his self but the Latino attitude is everyone needs to work!
