With how easy they are to burn out and pita to take out when swollen. I would get a few of those block heater pads, or splice in the cooling system to swap spit with a running engine.

Fuel pump is mechanical. One would do a flow and pressure test before replacement.
Replace the fuel filter and report back....
Have you been running a winter blend of bio diesel/reg diesel? That will clog a previously clean filter rather quick

One of the vendors here sells take outs ( i think they're around 2,400). I even think retired war horse has some 6.2's???
If you're looking to go on the cheap, throw in a used 6.2. Have some money to spare; buy a GEP 6.5. Your use I wouldn't worry about the 6.5 turbo.
