To me a "Check Level to WITHIN 1/2 inch " would mean that anything a 1/2 inch or less wouldn't need to be topped off, anything below that would need some added. All the one I've seen filled and the ones I've done, you filled them till the fluid started comming out the fill hole. Wayne
