Well I let the canister turn during installation. After relizing there error i removed the canister and found the washer was stuck on the spring(not good). Bought another canister with a newer style washer and spring so i won't make the same mistake twice. Here are some photo's

I recomend using Bladwin oil filters. Also replace the gasket on top of each canister. I was not pleased with the gaskets that I recieved from NAPA.

There right, fuel density compensator. FYI: I found I had a new master cylinder, airpack, boots/rebuilt front axle, LEDs signals.

I had the same problem in my 1997 powerstroke. Fueled jueled up, added diesel and let it sit in the sun...so how cold is it there?
