The ZF is a good transmission, little high on the pricetag but does give a better overdrive.

The stock turbo has the ability to go over 15psi of boost. Out of it's efficiency range but it's capable of getting up there. A 20psi gauge would be great but never seen one, easy to find 30psi gauges.
Since you already have the donor cummins and transmission, hard not to use that upgrade if you don't like the stock gas engine that is in the truck. With you planning to bob the truck the nv4500 will be happy.
the 16's are about 53" tall, tallest highway rated tire (55mph) that I'm aware of.
Realize the problem has already been solved, just posting this up for others regarding safety. When you crack open the line it only needs a 2/3rd or less rotation of the line nut, and ALWAYS USE A WRENCH (line wrench is better), provides distance from the pressurized fuel.
Unless you have locking hubs your front axle is always turning (not powered) so the issue must be coming from the tcase. Have you checked to see if it's over filled?
Like Jeepsinker mentioned its probably a plugged line in the air system.

Stock the deuce came with 9x20"s, pretty old stock. To keep your cost low the 11x20"s fit on the stock rim and work pretty well offroad when you air the tires down.
395"s work great in sand/dirt/rocks and handle the pavement.
