Have you pulled and cleaned all the fuses, relays, plugs under the hood, big plug passing through the firewall and all the terminals? What is your volt meter doing when the lights flicker?

TM 9-2815-237-34 is the manual for the engine. It only mentions lifters with the engine already broken down into sub assemblies. Have you looked at the regular -34 manual?
I had a solenoid stick on me. After pulling it apart I found the contact plate inside the solenoid was bad. It had arced and stuck on. Sounds like you have the same problem. Go with the advice offered in the posts above and move onto the starter being the issue.
