You can also lighly tap on the governer. Sometimes after sitting a long time, they will stick. They are very easy to disassemble. Use o-ring lube or vaseline to re assemble it.

Remember, SILICONE and oil don't mix. The oil will atack the silicone and turn it into a goo, then a leak starts. Use a good RTV silicone based adheasive.The grey stuff is what I use. Loctite 5999 works real good. I have a truck load of the stuff Cummins uses. If it can be sent thru the mail...

Don't know about hypothetical, didn't get to drive them, but the one with 7k on it started and ran fine. The decal was an Air Force issue, had numbers on it that matched, in sequence anyway, the warranty start tag. BTW, these are 1988 trucks, AM Gen. tags, S/N started with 88K11xxx.
