They don't have an adjustable overflow valve. That is typically an aftermarket part.
Have you replaced the soft fuel lines on the suction side of the system? Fuel filter(s) together correctly? Tank have fuel? Pickup tube removed and checked?

You don't need to be in a hurry on the alternator as long as your electrical loads stay stock or near stock, your engine starts quick, your batteries are relatively fresh at 5 years old or newer, and you shut the engine off in the correct switch order (bottom one off/down first). Would not hurt...

For the 8.3L, the most common coolant heater takes the place of a block freeze plug, above the starter. Quick and easy install. But a block heater won't do anything for fuel waxing (that I know of), if that is still your primary concern....
OP was worried about single circuit failure. Would the pinion brake not work even a single time to prevent him from hitting something? I think it is a perfect emergency brake.
Winter is almost over, I'd just ride it out. Investigation into the anti-gel stuff shows it is mostly alcohol, and it can starve the injection pump of lubrication. Each their own, but I don't use it.
