Yes. Flip on the ignition, slowly crank unti you have the handle at 1:00 against compression, then give it all you got pushing down on the handle. If she wants to, it will spring to life. You don't crank it around and around, that will not do the trick.
If the plate has raised or etched lettering, yes. Delicately clean the plate with appropriate cleaners/paint removers to start with a fresh metal surface. Buff the exposed letters/symbols/borders to a shine. Spray the plate with flat black primer, allow to dry. Using 400 or 600 wetordry...

The bracket that mounts the high beam switch is M715, that plus the rubber connectors. The ignitor I just know from having worked on them. The casting is unique for the M715.
Well we are not well versed on Caimans here. If you had the solid axle, that would be the same as FMTV trucks. If I were you I would call BAE aftermarket parts sales and see if they can help you. BAE is somewhat in transition, as they just closed the plant in Sealy TX that built the Caimans...
