I've got an M998 that does that occasionally as well. Twisting the cable adjustment usually resolves it. I haven't chased my cable yet either. Unfortunately I'm not familiar enough with the TM to know where to find that information. There's a retrofit access panel in the bed of some HMMWV's...

The cable is intermittently binding on something most likely.
