Looks to me like it is a load bank for testing the generator under load. I see large resistors which will get very hot when the load bank is being fed from the generator.

I registered my 1971 M35a2 as a Historical Vehicle, and had no problems. I also believe that PA now has a Historic Military Vehicle category for registering. Paid a one time fee of I believe $75 at time of initial registration. Truck is now registered for entire time I own it.
