Yeah, it's good on spark. Everything's cleaned and or replaced from parts from armyjeepparts.com. The pump and fuel system are cleaned and new as well. The old tank got too rusted. I'm thinking it's got to be the starter since no matter how much starter fluid I use it won't fire up.

Shear pin is intact. The drum lock is disengaged when I try to operate the thing. My biggest issue is that the lever is in the our position, but I cant pull line out or anything.

I think I can just tap the screw ans insert a "spinal" screw to recommect back into the other side. They make taps small enough. I just gotta be careful.
