1009 Bus Bar question

Another guy had a runaway starter (didn't have the DH mod done) and it fried some wiring. I have been fixing the bad wiring and came across something I have never noticed before. On the bus bar there is a small wire with a resister (I think) on it that connects the positive and negative sides. What does this do?

It is a capacitor for the military radios. It is not needed if it is fried.

I have a picture somewhere. I will see if I can find it.
