It will work no matter what. The lights just will be dimmer on 12V. Mine had LED corner lights, those are just as bright no matter the voltage. The tail/turn signals on mine were still 24V. They worked, but just dimmer.

I'd just install replacement LED bulbs and be able to use it both ways,

I just looked at the TM and it does show a 28 volt bulb in the tail light.
