I've never seen that before, and it doesn't look like a factory install to me. Is there anything between the frame rails between the fuel tank and spare tire?

That isn't a '51 front fender rear support. It looks like the '53 or newer which is what they stuck with for the rest of the production run. I will try and go look at my '52 so I can explain the differences better.
