1991 M932A2 crank pulley

I was looking over/inspecting the M932 and noticed the belt was out of alignment and quite shredded. After looking a little closer I found a weighted, ribbed pulley setting on the frame section behind the winch. Wondering if anyone can take a look to see if the crank pulley is suppose to be smooth or ribbed. I've looked in the TM section and wasn't able to find the info.

Sorry if all my questions are getting old but I also keep seem to find info about solar panels. There are two small, 3"x6" or so, solar panels mounted on the cowl area just infront of the windshields. What are they used for? battery maintainers?
