1996 M35A3 Electrical Problem (No Power To Cab)

I have a 1996 M35A3, all factory original with little under 2,500 miles. It has been sitting for a while, maybe 10 months. I have had other people messing with the starter system disconnecting wires and putting them back in. I am trying to get it started up again but I have no power going to the cab at all. The batteries have 24.5 Volts in the system, I have 24.5V at the starter but nowhere else. I do not have power going to the relay below the brake master cylinder reservoir. Where else should I look or try to get power to the cab?

I took a look at those documents and they are helping out a whole lot thank you! I got power to the cab, the starter relay works and the starter turns. Only thing left is to get the starter solenoid working with the starter and she should be up and running again! Thank you WillWagner for your help!
