60Kw Generator questions (MEP-816A?)

So, my brother-in-law is a diesel mech at a local fire department, and they just scored two 60 Kw gennys from the forest service.

He was telling me that he's getting voltage from the 120v outlet, though it's barely enough to run a drill.

I have a little bit of experience with these gennys (we used them to power the BAS in Afghan), and am thinking it MIGHT be the regulator, or the fact that there's no load on genny, but want to get other opnions.

Also, the gennys DID NOT come with the power cord, so I'm trying to find him a couple, or figure out if there's a way to make one. (I did a quick google search but came up with nothing as far as cords.)

Any help would be greatly appreciated.
