8 broken glow glugs

I am putting my motor back together new IP, Glow plugs, Injectors and so on.

I did a search and I'm a little confused.

Coming out of the resistor to the GPR the top post is reading 24v I thought this should read 12v?????because of the resistor????

If it is supposed to be 24v I should put a meter on my bottom post (where it goes to the 8 gp) and should see 12v Correct???

Im running new welman 070.

The voltage won't drop untill a load is applied, ie when the relay is energized.
Yup, that is what I found out on mine.
My M1010 was already converted to 12volt but the place that did it forgot to bypass the resistor block. So when I checked everything I saw 12volts to the relay and thought all was well. But after digging deeper checking the volts to the glow plus, it was 5-6 volts. So the voltage does not drop until there is a load and that can confuse one new to these trucks.
