86 cucv th400 wont shift

Help! I have a 86 k5 blazer with a turbo400 that won't shift from first. It will shift sometimes at wot. I tried manually shifting it that also did not work. I pulled out the gov gear and it looks fine no stripped teeth or anything. Any suggestions? Thanks

vacuum lines, low on fluid, dirty filter. I would start on your vacuum lines though. It is 30 years old.

Mine did that last week it was the vacuum line at the IP
