The ONLY way the spring brakes will not set when the air pressure drops below 60 lbs is if the spring brakes are caged, saying you ran out of air, was this repeated pressing of the brake pedal, or one long press pf the pedal, a blown rubber will cause loss of brakes/air, then the spring brakes set.
