Alternator belt too tight?

Would an alternator belt that is too tight cause lower voltage? I noticed that my volts are lower than usual. Even when driving, the volts seem lower than normal. When at idle, the volts seem to increase again which is strange to me. I'm suspecting is the driver side alternator belt maybe? The passenger side belt is a little loose and squeaks sometimes, but is as tight as it can be.
