AS-1729 vs As-3900 antenna question

Are the top sections of these antennas interchangeable? The AS-1729 tip has part number AT-1095 and the SINCGARS antenna tip is A3017901-2, both seem to fit perfectly on either bottom pieces...

Is there any way to tell them apart? I have several used antennas and have wondered about this same question.

Physically yes, they will fit together, but functionally no. They are different lengths so you know which one goes with which lower section for the correct wavelength.
So the longer upper goes with the shorter lower, and vice versa.
