axle snubber

i have a 1984 m009.does the front axle snubber have any function?it appears to be a good distance from the pumpkin.its also in the way big time when working on the starter.i'd like to remove it permanently.

Mine was removed by the guy I bought it from also. I have it and may put it back in if I have cured my starter woes.
Good question. I might not if it can be left off.
