This is very interesting about the use of blackout lights and markers. I worked almost 35 years as a Tennessee game warden, and eight years as a sheriff. Don't know about other states. but it was common to see BO headlights on patrol vehicles. A few of us had NVGs and IR headlights on the front of vehicles. Our NVGs didn't need an IR light source but made them more useful if you had an IR light. The neatest thing about a truck with BO lights and /or IR lights are the looks and comments you get from people who know what they are and how they are used. Some of the outlaws who didn't know what they were quickly learned. We had a lot of strict rules on how they could be used, but basically unless you were on a public road there wasn't a problem. I miss those days!
