Worst case scenario, if you want the old bolt head style, but new bolt (if your old bolt threads are rusted off) cut off the old heads and weld them onto the new bolt shaft.
I will replace with new bolts with just hex heads. The old "tap bolt" heads will go in the junk box. (yes I know, today a tap bolt is something different). I'm not going to knock myself out trying to be "correct" as it means nothing to the value, or a future buyer, some day. I have over 30 beyond repair rusted ones so far.
