Reached out to Pensacola Diesel and Jeremy looked at my video and ID'd the issue immediately: Injection Pump Timing was retarded (engine was not burning all the fuel). With his instruction and this magical tool, I was able to precisely set the timing and now the M1165A1 purrs like a kitten.

Highly recommend Pensacola Diesel for your Injection Pump rebuild. They provide great products and most importantly, follow-through. Ask for Jeremy.

the timing scribe on the pump should be set to the timing scribe on the timing gear housing…that’s the starting point and 99% of the time that’s it…if it needs to be advanced and as I’ve seen on rebuilt pump “extensively” advanced? The pump was calibrated incorrectly…

Yeah, the old pump was over 5° retarded, and with all the work they did to rebuild, it’s essentially a new pump and had to be timed as such.

Well, that doesn’t actually answer the question, was the timing set scribe to scribe as the factory does? And how much is the pump, advanced now?
I don’t time my pumps, i set them dead center via the scribes and go from there…a scribe width or 3 to the drivers side advances the pump.
