Buying From Out Of State

Has anyone purchased an MV without a title? The seller has only recently sent his government (auction) paperwork in to receive a title in his state. At the moment, he can only supply a "bill of sale". Any thoughts?

In PA,
It would be best if he had a title. PA will accept an SF97 from the Govt. or a Bill of Sale if you are applying for HMV tags.
I have used the SF97 to get a regular title. I am not sure if they will accept a Bill of Sale for a regular title.
