The distro Code, (B) is what makes it hard. And the Navy/Marines are much more careful about letting such documents out into the hands of the unwashed masses.

Just remember, if you do purchase it - look for Class A Distribution.
Otherwise you can't really have it (you do have to get caught with it).
We would love to have it though!
