CUCV not shifting into third gear

I have an m1028 with the TH400 and it does not want to shift into third gear. Itll shift from first to second with a little hesitation but doesnt want to shift to third or go past 50 mph. Theres also a little hesitation when shifting to reverse. It all worked fine this morning until I got later on into my drive

My 1009 did that for a bit. If Im not mistaken it ended up being the vacumm pump.

Could be multiple items, pump, switch on injection pump, modulator, rotten lines and the line T, oil level, lots to check, been there done that.
