Military spec is Dot 5 silicone based, I have never seen black stuff in master cylinder. It would not be black even if Dot 3 ( glycol ) was mixed in by mistake.

DOT 3 or 4 will look like coffee if its very old. Definitely need to flush it. Don't assume that it's still DOT 5 if the truck has been out of the military a long time.
