I still suspect the master cylinder. Maybe the new air pack has really old dried up lithium grease that is hanging something up. Nos parts may be unused, be may have degraded over time.

A few simple things to check would be that there are 2 holes visible in the bottom of the MC reservoir and the push rod from your brake pedal to the MC is in the correct place and adjusted correctly.
