would anybody buy shear pins if I go to the trouble of having one tested and then making a crapload, would depend on material, but hope to keep them under two bucks.

I bought about 10 last year, went through 3 or 4 yesterday(long story). I use my winch a lot and for some seriously heavy uses. Yesterday with a double line pull, I broke 3, 3/8" gr70 chains(one at a time).3/8" gr70 chain has a break streath of 26400 lbs. I went to a single line pull and sheared the pin instead. I think about a dozen a year isn't too many to buy.
